HiDBuLb wont ignit!

i have2 diff hid ballast that my boy gave me (idk) one hid werks the other doesnt so i got a paddidle hid i got a silver star and a hid my car looks like a HUSKY (lol) but the where wired the same and they werked fine in his car so i dont get it can sum one help?
