Default Gummy oil residue on spark plugs

I'm posting this for my brother. My brother has a 90 DX hatchback 4-spd w/ 55k miles and he keeps fouling his plugs. He's saying that the plugs have an oily residue on them. He just ordered a bunch of parts for a complete tune-up but we're still curious as to why this happened. Someone mentioned to him a bad valve cover gasket? This doesn't make sense to me though, but I could be wrong. Anyone have an ideas?
