my vtec wont work!!! help

what could it be?? i have a skunk2 p28 ecu, vtec crossover should be at 5000rpm but when i take it up there at partiall throttle i dont hear a crossover. if i do WOT from like 3000rpm to redline the engine doesnt make any change in noise or in the way it pulls. i have no CEL. so everything seems to be fine. i switched in my friends ecu and vtec worked fine. so you guys think i could be the ecu?? i tried reseting the ecu. is there anything else i can do??
what it COULD be is that the ecu smoothened out the powerband, so that you dont "feel" the VTEC kick anymore. this would explain why when you swap ecu's, the kick comes back in because the powerband isnt smoothened out. it should still have a noticeable sound, but its more of a smooth pull till redline, not a sudden burst. this is just my guess

very possible, or you are overlooking the basics. vtec needs oil pressure to work, so check the oil level, check the solenoid, if not then dawalude might have hit it on the money!
