would this naturally produce a cel?

NO wiring has been done what so ever on the vehicle.. just plugged right in. B18C5EH3 says this will work and the harnesses are backwards compatible,.. since P28 isnt seraching for a knock sensor, crank angle sensor, or IABs... it should run normally, correct?

NOTE: i cannot check this cel. Every other cel that I have had on this engine, I was able to check the code. This does NOT flash or anything when I jump the harness. Thats why it's so perplexing.

What happens is, I turn the car on, it goes high up in the rpms, then dips down to 100-300 rpm and feels like its going to die, then stabilizes at ~700 rpm. When it stablizes I get a check engine light. This light is, I guess, making me run in limp mode... cause when I WOT my new engine... nothing relaly happens. Is this normal with a P28 and an obd2 gsr?

please don't respond with "check the code"... like I said... its not telling me a code. I had three codes when I first got this engine working.. but I fixed those so I know my ecu isnt bad and thats why it's doing this.. it must be something else...
