great.. this should be fun to replace. Why would honda do such a thing? I gotta replace this thing and the shop said it's going to be $400...

Get an aftermarket header (such as DC Sports) and an EX cat. EX cat's are attached to the END of the header, and not ON the header. You can do it yourself (its VERY easy and there's a great DIY written up on here) and still be way under $400

should work for a temporary fix, but the test pipe isn't legal and the header probably won't be near as good of quality or have as good of results as an actual dc-sports header.
an EX cat is exactly that... a catalytic converter off of a Civic EX.
That header will work, but won't give you much gains. Just get a stock EX exhaust mani and save some money if you're just going to get something cheap like that. Then you'll know it will fit properly.
I would not buy that cat on ebay you linked. They really do not do their job (so I've heard). They might as well be a test pipe. Look around for a used cat in the classifieds.

you can buy a replacement one at kragen for $100. http://www.kragen.com the online price is usually cheaper than the store price, so just print out the description, then bring it in. they'll honor the online price in store
Honda puts them close to the head on economy models because it gets the catylist to operating temperatures faster. This is WAY better for emmisions, because durning the warm up cycle, the motor is running really rich & producing a lot of poloution. You'll notice that most new Hondas have the cat on the header too (RSX included).
