Default Brake lights not working?

hey guys, i found out from one of my friends that my brake lights arent working. when the headlights are on the rear lights are too but when you step on the brakes they dont get any brighter. Ive already replaced a few bulbs and now all of the lights work, except for the 3rd light. i am missing some fuses under the dash, but what else could be the problem. thanks guys

ps (car is a 90 STD)

Check if the Brake light switch in the pedal assembly is functioning properly. I had one go bad in a DC4 before.

This might be dumb as hell. Just wanna help, but does your horn work. And when you step on your brakes does your seat belt (I think, it's been awhile since I've driven my car) does it flash and you hear a beeping noise. If you so blew a fuse under the hood. I do it all the time when I hit the horn and brakes.
