How do you keep water from getting in the spare tire well?

I must have missed the memo on doing this.
I vacuumed out a little bit today. The rear piece and all plasic on the floor behind my seats are stripped. I dont even have a spare tire in there. Just a rubbermaid tub with some emergency roadside stuff etc..........
Water still manages to find its way and collect at the bottom of the spare tire well.
Please help me make it stop.

Check your seals that are on the back of the tailights, mine was doing the same thing but I was getting a swimming pool back there. If it's possible try and replace the seals and also drill a hole in the lowest spot in the tire well, then put some black silicone around that (but still leaving a hole for water to escape) so it doesn't rust. ok that would explain it then
the middle piece on my taillights are cracked a little bit in the middle also
