seat belt removal (bottom bolt)

anyone know, if there is a special technique or tool or way to remove the front seat belt to install the Do-Luck bar

you don't need to pry it off, just pop it up a little. and slide the cover up the seat belt.

I got it off, alright, but redecided not to bolt it on...screw it...eliminates the use of rear seats completly...which I need...i guess its for sale...
