Default Surging idle still!! Please help!

I have had the dreaded surging idle for a long time. I read numorous threads on how to fix it and nothing seems to work. I narrowed it down to the TPS. When the harness is pluged into the TPS and the engine warms up...normal temp. if u give it some gas to say 3000rpm and take your foot off fast the idle drops very fast almost to stalling and then it surges up and down between 2k and 1k then u give it some gas again and it stops. I have replaced the TPS with another one that I purchased...I checked the voltage and I set it at .45 Now of course if I unplug the TPS from the harness it doesnt surge, it doesnt drop in idle fast. So what the hell!! Is the voltage set wrong? Is there something else I can do? Please help because drive with it unpluged and the check engine light is driving me nuts.

I'd say try adjusting it a little each way.....not exactly to spec, but just try different positions.
