Preloading Omnipower Coilovers?
basically dont tighten down the top of the shock before you install (the 19mm nut on top)
raise the spring perches until the springs are snug against the top of the shock tower, and then install the coilovers.
Set to the desired height, and then tighten down the top of the shock.

The upper nut has nothing to do with spring preloading!
What preloading is, is putting a load on the spring while its unloaded - tightening the spring perch so that the spring is compressed some while the suspension is unloaded - I'd not recommend doing this, and having the perch just tight enough to keep the spring against the upper hat when the suspension is unloaded (like on jackstands).

That is exactly what it says to do in his directions. I said that because thats what I did when I installed his coilovers following the directions that came w/ the coilovers.
