Default 92 Civic LX won't start...

Car: 1992 Civic LX
Miles: 180k miles
Engine: Stock D15??? not sure on the engine code..

Problem: - Turns over but won't start. Ever since it's been snowing since Friday I haven't been able to start the car. I've already checked the distributor cap and no moisture in there. Already removed the spark plug and inserted it into the coil to check for spark, it's good. So far ignition seems to be ok, now how would I check if fuel is getting into the cylinders? Thanks in advance if you can help me please

EDIT: forgot to add there is 3/4 gas in there in case someone wanted to ask

when u took the plugs out, were they wet?

yeah they looked normal to me slight brown almost black i can hear the fuel pump when I turn the key to on. Anyone else have any suggestions on what to check?
