Default Fuel pressure will flux between 35-16psi, Is it my fpr or my fuel pump?

The problem I have is after I drive about 20 feet the car wants to die if I press on the gas after that first run. So I hooked a fuel pressure gauge on the nipple right before the fuel filter. The deal is the fuel pressure reads abound 35-30 at idle, but it will drop and rise 10-16psi at random and when its trying to die it will stay at 12 psi. Any one have any idea what the problem is?

rev up the engine in neutral and see what the pressure gauge is reading in neutral
