CEL 14- IACV on a 99 JDM ITR swap

Ok , so I just bought a car with a 99 JDM ITR swap into a 2001 GSR chassis.
It is BONE stock. No mods. It has a Kenji chipped p28 in it.
The motor only has 40k on it, and the previous owner never had any problems before.
I get the car home, and it throws a CEL 14, but only once. The car is incredibly jerky at part throttle driving, and seems like it is stuttering some times.
I took the IACV off and cleaned it with carb cleaner. I drove it home, and it drove PERFECT. I started it back up to come to work, and the car did it again on the drive back up here. (Jerking and running rich). This JUST started happening.
Does anyone know what this could be? Is there anything else i could check? Is it possible that I'd have to replace the IACV instead of just cleaning it?

yeah I am still lost. I'd like to get a new IACV off of a friend and hook it up and see if it still does it.

anybody have any input on this? I just have a feeling that when i replace the iacv that the problem will still exist.
Also I have a kenji chipped p28. That is the only mod performance wise to the car, and when i put a regular p28 in there thats not chipped, the CEL comes on right away, and the car wont even start.
With the Kenji ECU, it runs, BARELY, but it runs soooo rich.
Has anyone else ever had anything similar to this problem?

I'm sure some wiring was done to get whatever harness you are using to work. Check the connections. Make sure something is not grounding out.
