99-00 air injection hole necessary?

i have a 00 civic but wondering if i can run a 96-98 IM which lacks the air injection hole... can I just plug up that hole in my existing hoses?

why is it there anyways?

Pretty damn sure it's emission related, but since I don't have a 99-00 I'm not entirely sure.

Holes at the top of the intake manifold where the face meets the block. I had to plug them to put a 99-00 Y8 intake mani on my 97 hatch.

im wondering if i can run the opposite
96-98 im on a 99-00 block
i have a y8 block and head im building, but haven't started so im not sure if i can use it yet..
