Smog Check Fees. SB 1107 doubles the annual smog-abatement fee from $6 to $12 for vehicles exempted from the biennial smog check requirement. This exemption and new fee apply to vehicles six model years old or newer. (Previously, it applied to cars four model years old or newer.) AB 2104 now exempts vehicles four models years old or newer from smog certification when the vehicle is sold. In lieu of certification, the owner will pay an $8 transfer fee
