Default Secondary Fuel Injectors

I've got an 89 SOHC ZC hatch and I'm going to be boosting it about 14 psi w/ a t3/to4e turbo. I've been told that I need to be using at least 550cc injectors if not 650cc. I will be using Ondata or apex'i safc, will either one of those be able to lighten the duty cycle enough so I don't run EXTREMELY rich at low rpm's/boost? Or will I need to run a secondary injector system?
