Is Check Value has anything to do with Turbo?

Is Check Value has anything to do with Turbo?
I just instsall turbo on my h22, turbo chocks at 5000 RPM at 2,3,4 and fifth gear...
but it doesn't chock at first gear,,,
anyone have answer?
my friend thinks that its the check value..
