Default b20vtec but no vtec??

umm my friend has a b20vtec. it has a b16 head and ctr cams. the car was working perfect like about 2 weeks ago. but all of sudden his idle gets messed up to the point where he starts it and gives it alittle gas and the motor just stalls out. that problem we fixed some what. but now the vtec isnt working. sometimes it;ll turn on when it wants. but today it didnt wanna even go on at all, and we waited to rip it when the car was fully warmed up. i know the motor has enough oil cuz i checked and its full, and i mean full!! i checked the wiring between the vafc and the ecu and that seems to be good. just like it was 2 weeks ago.
so can anyone gimme any ideas or any thing to check for me to solve this problem..
im hoping it isnt anything big. thanks alot for your help guys!!!

you need to fix the problem.
if vtec isnt turning on, there is a reason. it could be protecting the engine from damage.

i could be protecting it we dont rip it that often tho. the highest its seen was 8200. nothing more and it pulls hard up to that and still wants to go further. this is when vtec works

ignition timing is ok....and when vtec works it pulls like a mug....so it cant be timing....im thinking its something electronical so we were gonna engauge vtec manually to see if its an ecu prob.....since it is a chipped p28, whoever chipped it coulda done something wrong.
