Default No increase in power after taking off exhaust

I have a greddy turbo kit w/ no intercooler on my turbo gsr which is running on a stock exhaust and I knew it was producing no power because the exhaust is very restrictive. The mechanic said after I put on an exhaust I should be able to feel some gains in hp. Well today I decided to take off my whole exhaust system from the cat back and run the car from the cat only. I expected my car to run faster, but it turns out that it still felt very slow...almost like a stock gsr. I don't know whats the problem. Can anyone help me out? I'm boosting 7 psi.
