Default How can I pass emissions

My 99 si has a jdm type R swap with a skunk 2 ecu, test pipe with rsr exhuast. I have a fuel pressure reg. so I'm thinking of just leaning the crap out of the motor but I think Im going to have to put a cat on.

will my car pass with a obd 1 ecu but in a obdII car

any suggestions ?

from what i understand you need to have a OBD2 ecu in there cause in most cases they plug it in to read any not ready codes so yes i think you need the OBD2 ecu and that you will have to put a cat in her
