Default Quick question about oversize CTR pistons and rings

Is it normal for the oversize ctr rings to be a little bit bigger then the oversize ctr pistons?

The reason I am asking is because my mechanic said he cannot complete the build up of the b16 motor because of that.. The cylinder walls are bored out already for the oversize pistons if that helps any..

ring should stick out of the ring lands.

I haven't seen rings that were flush w/ the lands.
