Ahh. I think that normally (according to Westlaw and Oxford) when someone says Hispanic he really means Hispanic American, so maybe it would normally refer to a specific ethnicity.
This assumes you can relate to a mixed blood El Salvadoran and a mixed blood Mexican being of the same ethnicity. They themselves would not think so.

OK, I just got back from checking. In the USA, "Hispanic" and "Hispanic American" are legally defined ethnicities, and is probably so defined in order to give such subjects status as a protect class.
