All Motor / Naturally Aspirated No power adders

Hello HT members,
I'm in the process of building a street car (an EF) and was wondering what ya guys think. The proposed set-up will run on CA pump gas in the street, and race gas on the track. I'm sort of on a budget, however, if certain things are absolutely worth the money, I'd most likely do it. I'm hopeing for close to, if not more than, 200hp at the wheels.

for example: if it's absolutely worth upgrading my valvetrain in order to prevent damage, I'de do it.

Possible Set-up:
Bottom End:
B18C rebuilt <--I know it aint cheap, but the block, crank, and rods were free!! Might as well rebuild it, right?
CTR pistons (0.25 over)
arp rod bolts
acl bearings
stock crank
stock rods
new gaskets / w-pump / oil-pump / etc.

Top End:
B16A HEAD rebuilt & PNP <---ANY SUGGESTIONS??
Blox/Skunk/Wicked cams (stage 2)
upgraded valvetrain (valves, springs, retainers, etc.) <---ANY SUGGESTIONS??
An-R compact header
ITR intake manifold
bored B16A t-body
stock GSR injectors

Ecu:
Chipped P28 <---ANY SUGGESTIONS??
OR....
Hondata...IF absolutely necessary

Any forseen issues, problems, suggestions would be greatly appreciated. Please note this build up is on a budget! Thanks again.

you can acheive plenty of compression with p30 or pr3 pistons if you use CTR's you might be running into to high of a compression on 91..... im runnint JDM itr's in my b17, i have a b16 head milled 20 thou, flat valves, a 2 layer hg, and jdm itr pistons and my compression should be near or around 11.8-12:1
