Plastic piece under the car

What is that little plastic guard under a 96-00 civic towards the back of the car near the gas tank?

is it important b/c it rattles around 2,000 rpms and its annoying as hell. Help!

its a shield to help protect from rocks, sticks and other debris

a shield to protect what? and is it really necessary? the sound really bothers me. any way on getting it to stop rattling?

Nope, not the mudguard. It sits right by the gas tank. maybe a gas tank protector?
