I had insurance way before registering and changing ownership, but when i actually went to do it, they never asked about insurance. In all honesty it shouldn't matter, because if you bought a project bike, wrecked bike or a track bike, insurance wouldn't matter.

now a new challenge! i've searched around; ahh CA is nice but our emission suck...
sooo any ideas on how to get a new bike registered here from outofstate, the deals in other states are ridiculous (i.e. 7699 OTD shipped R6 Raven from Ohio!) I heard most of the loop holes but they arent that easy... so most likely I'll just get a CA bike so I dont have to deal with the drama, but if any of you know a way..

IIRC, it has to have over 7000 miles to transfer to CA. So you can't. Emissions doesn't factor in to it, as bikes are not smogged at all. Yet.
You could borrow an odometer from a high milage bike, get it reg'd, then swap them back. But that would be illegal.

If you are the owner out of state, you CAN bring it here... but if you live here, you can not bring one in unless it has at least 7500 miles. you can do the speedo swap or you can try and get the emision plaque for 50 state. to me the easiest is to have someoneout of state buy it for you then move here(not literally) the sell it or gift it to you.

Is the plaque thing you mentioned anything like the bar stickers that the hybrid car guys do??

No the plaque is a manufacturing plaque that is either part of the chassis VIN or usually on the rear fender/ battery bucket... different makers put it in different places over different years. I have seen some as simple as replacing a rear inner fender with a california version, but the makers have gotten wise I am sure. what DMV is looking for is a 50 state compliance notification. Some bikes for all states may indeed already be 50 state legal from outside california, but some are not. there is no cerification in calif for bikes like the BAR sticker we get for our hybrid cars, they either license it or they don't. I have personally done this technque a few years ago... have a relative buy the bike out of state, then have them apply for a california state license and register the bike. then sell or gift it to you. I know a couple people that maintain two residence's, one in calif and one out of calif, for this alone...

Most of the time you are right, but there are some bikes that we can not get here... like the Aprilia SP from 2001 :-P

sometimes its worth it. 04 gsxr750's were going for 8k otd in NH when I couldn't even find one here.
