The ARP Bolts will run around $50, but you can definately find better deals if you look. They are worth every penny as cheap insurance. You are also correct about the VTEC oil pump as it is built better to withstand high RPM usage.
if u wanna rev past the stock LS rev limiter (around 7K rpms) then definitly get the arp rod bolts. for any LS/VTEC build i would get these bolts. the stock LS bolts will stretch at high RPMS leading to u spin n bearings which can damage ur crank which is very expensive to fix/replace if ur not fo n the work urself.
i seen people on honda-tech sell n the rod bolts pretty cheap. this guy's sell n em for 35 bucks: https://honda-tech.com/zerothread?id=598414
and u need to get a VTEC oil pump. it's recommended to get a VTEC water pump too. if u do go for this option u will need the VTEC (GSR,ITR or B16) timing belt. if ur using the stock ls pump, u need to use the LS timing belt

rod bolt for the LS rods, doesnt directly fit.
you have to resize the rod, when you put the new bolts in, it wont perfectly bolt in place smoothly. the hole gets out of round.
(sorry if it doesnt make sense. up late at our hotel right now.

i think ARP bolts are worth it for anyone doing a rebuild.
1. they are cheap and better than OEM.
2. they have notches to use a rod bolt stretch gauge, which is way more accurate and is ALWAYS a plus in my book.
as far as oil pump, you can use a VTEC one if it makes you sleep better at night... otherwise, you can get away with putting a shim in the LS pump for some more pressure.

you really should at lest get the rod bolts
i have them on my lsvtec
but if i were to do it all over i would just get some eagle rods
arp rod bolts =40-50
machine work to resize the rods =60
i can get eagle rods for $250
so might as well just get aftermarket rods which are way stronger then stock
i seen eagle copies go for about $200
