Is any of it sticking out of the head still? or did it break off down inside where it threads in?

If any of it is sticking out, try to grab it with some vise-grips or something and then unscrew it. I had this happen on a fuel rail stud/nut.

so what type of bolt is this then?

how do you screw this in when its new for example?

In the image it appears to be the screws i have highlighted with orange boxes.

The studs have a 10mm nut machined in them, just turn with a wrench. Take off the valve cover, remove the broken one, and put the new one in. If it broke off at the base, you may have to use an E-Z Out, screw extractor, or whatever you want to call it.

Valve cover stud. Go to a dealer, autozone probably doesn't carry them. I've never seen an aftermarket replacement, it's not really a stressed part.
