Default timing belt (cam gear alignment)

ok this is my problem, the cam gears have arrows pointing up, i have aligned these to the camshaft so that they run right down the middle but the side marks on the cam gear teeth do not line up. they are about 1-2 teeth off of eachother. so my question is, which is more important to line up, the cam gear top arrows to the crank shaft or the side alignment markings? any help would be appreciated.

The UP arrows are not supposed to point exactly 90 degrees straight up with respect to the ground. They're just indicating a general "up" direction. The index marks on the teeth need to line up as close as possible.
