Default failed emissions...too rich..why?

okay so i went to take my emissions test in my 2000 gsr and right when i get there, my check engine light comes on, so of course i fail. it said "system too rich". how do i fix this? the car is stock other than bolt ons, the only fuel system mod is a high-flow pump because i used to have a turbo before i blew the motor. can this be causing the car to run rich?
the check engine light only comes on once in a while, for maybe a day or two at a time, then goes away for a while; and when it's on the car idles high. does that mean it's only running rich some of the time, not always?
please help, i have until january to fix it. thanks.

If your fuel pressure is sitting at 60 psi you better believe your car will be running rich.

I'm getting rid of my DA. It won't pass emissions for **** and I'm not spending any more money on it.

When the CEL comes on have you ever pulled the code?? If not you might want to check now jsut to see if it will throw a code even with the CEL off. Could be an air leak from the header before the O2 sensor causing it to push more fuel.
