Default Oil in exhaust tract??

I just bought a 96 d16y8 head of a guy who said the engine had about 85k on it.Well anyways i was looking at the spark plugs and at the valves and i noticed that the top of the fourth cylinders valves look real sooty and oily and the plug is also sooty and oily, what does this mean? Also the exhaust tract leaving from that cylinder is wet and oily.Does this mean the valve guide seals are shot?Or is it maybe the old block had bad piston rings on that cylinder? Thanks.
