Need help with OBD2 Oem replacement cats for 00 SI

Need help with OBD2 Oem replacement cats for 00 SI
2000 DX w/ 00 B16a2 vs. Ref Station
yeah so i failed smog for not having a OBD2 carb legal cat. I called the region manager for Cali Smog Ref stuff and he told me that Carsound OBD2 cats are not legal in Cali. Also a Smog Ref guy on H-T told me the samething. If i were to use a used oem OBD2 cat, how would i prove that it isnt used? Because i think there is a law that you cant use a used cat. Anyway so i figure my only other option is to buy an OEM OBD2 replacement cat like the regional manager guy told me. Anyone know where to get one of these? Any help is appreiciated. Thanks

Carsound doesn't make OBD2 cats.
You don't need to proove you're not usings a used cat....it just needs to work.
New OBD2 cats = $800
