i just put a new rad in my teg and just wondering what the difference between the 2 fans.. i have AC in my car

the small fan (driverside) turns when the AC is on so i know it works then i turn the ac off.

i let the car sits for 20 mins and still only the small fan turns.. what's up with the big fan? my temp stays the same as normal

anyone know??
