Default vaccum advance ???????????

I noticed (after getting the car worked on for a ecu replace ) that the mecanic
that worked on my car (1989 exi coupe) broke one of the 2 vaccum hoses on my distributor and plugged it with a srew(??????????) . The car seems to run ok but sometimes idles erratically...could this be the cause ??? The mecanic says it doesn't matter if the hoses are plugged as long as it runs right.....I think he is full of ****....if this vaccum advance diaphragme is there ,it's for a reason .
Am i right???

The vacuum line is there for a reason like you said. Even if it runs fine without it, I'd take it back to him and have him fix it. That's bullshit...
