If you're going to do all that why not just weld a straight piece of pipe in it's place. I hope you don't have an OBD2 car because you're going to be throwing codes if you do that. If you think your cat is clogged, just get a new one.
Buy X length of piping from kteller. (definitly not a plug, never done buisness w/ them either, just an easy name. Get x lenght of piping from whoever you want
) where X equals the length of a stock cat.
Order two flanges, matching the triangle and opposite end of the cat.
Go to a muffler shop, and ask them to weld the flanges onto the pipe, so it fits where your cat goes.
Then now, you have a 'test pipe' for not too much cash. Less work than clearing out your stock cat... and you still have a cat for smogging.

Something's not right. You should be throwing a code in a hurry.

My HX came with the car built into the header and the HEader I currently have isnt built like that. So my primary O2 is plugged in the header but my 2ndary isnt. Isntt the 2ndary O2 on OBDII located in the cat??

well correctly me if im wrong but your second o2 is located on the bottom part of the header cause the header is actual your cat...so the first o2 is at the top and at the bottom of the big round cat is the other o2.
