You sure it's the cable and not the plate.

It might be your throttle plate. I have never had a cable get stuck closed on me before, but I have stuck them open several times. Get some carb cleaner and try to clean out the TB. The easy way to tell is to try to open and close the plate from the engine bay. You will be able to feel if it is sticking.

Theres a screw that stops the throttle plate from closing too far. It's a little allen screw with a 7mm nut on it underneath where the throttle cable attaches. Loosen that 7mm nut, and screw the allen screw up towards the t/b a little bit and then re-tighten that 7mm nut.

I had this same problem and that fixed it. Don't screw it in too much or it'll keep your throttle plate cracked open too far and your idle will be sky high.

Do a little bit at a time and check it.

This might be a pita but i would remove the throttle cable and check the pedal end of the cable. Disconnect the cable from the pedal and twist the cable then pull out of firewall. I had the same problem. There's a rubber stopper on the end of the cable. Check that. It began to bind so i replaced it. It's been fine since.

i took my car in to check the axels and they fixed the throttle probelm free so it must have not been that hard. but idle is still low about 500. or is that normal?

Idle should be ~750 rpms

Adjust the idle screw (looking in towards the throttle body, its just above it) Screw it in to lower the idle and back it out to raise it.

Did you find out why the throttle cable was sticking?
Your idle is too low. Disconnect the iacv, warm up car to normal operating temp, find the idle adjusting screw on tb and adjust idle to 750 or 800 rpm. Reconnect the iacv and reset the ecu when you're done.
