there is no vaccum in your master cylinder, there is however vaccum in your brake booster. Check the valve that the tube from the intake goes into for clogging. it might just be time for a new booster and no they cant be rebuilt.

its probably time for a brake booster. to check for a bad booster. with the car off pump the brakes till the pedal gets hard. keep the pedal pressed and turn on the car. if its good u should be able to not hear any leaks and other abnormal sounds, and the pedal should go down. i doubt that ure master cylinder is leaking. check it for leaks. and about the car holding back im not sure
