hondata problem? motor has extreme hesitation will not rev past 6k

hondata problem? motor has extreme hesitation will not rev past 6k
motor was tuned already ran great, a wire popped out of the 3 bar map sensor repaired that. has bad hesitation at 3k then will not rev past 6k feels like it has 2 step engaged at 6k.
things i have tried
replaced map sensor
rewired map sensor completely
replaced the distro
replaced the spark plugs
still does it
seems like fuel is being dumped and spark being pulled, no check engine lights or anything let me know; if something like this has happened to you and what you did to fix the problem.
SETUP:
880 injectors
stock ignition
hondata s200b
turbo'd
