I have a 1991 civic h/b with a B16 transplant. I ran out of gas, I put in gas and the car will not start now. the car back fires when I try to start it. Its getting spark, and gas.

 

you probably sucked some debris from the bottom of you tank into your fuel filter. see if you spray some accelerant into the tb if it'll start and start pulling fuel. if not you might have to drop the tank and clean the sock up or possibly replace the filter.
