99-00 Si bumper on a 96-98EX
I have a 97EX, and was wondering if the 99-00 Si bumper would fit.. it looks a lot better, and was wondering if you'd have to do any modifying. I searched for 15-20 minutes, and couldn't find anything. Thanks.

you didn't search long enough then.
Search for civic front end conversion, or something along those lines.
Anyhow, to put a 99-00 bumper on your car, you'll also have to put on 99-00 headlights, 99-00 hood, and 99-00 fenders.

That's not necessary to make the conversion work.
Anyway, if you're asking about just the bumper alone, it will not work, the fenders and headlight prevent this from working unless you feel like taking the time to doing some cutting trying to make things work.
