ABS code of 13 what does it mean and how to fix?

Default ABS code of 13 what does it mean and how to fix?

on a 1997 Honda Accord Ex, 216kmiles, 4cly vtec, 5 speed manual.

When I first start the car I can hear/feel the ABS pump go for a second, then several times over the next few minutes, during this time the ABS light is off. When the light turns on the pumping sound stops, and the brakes start to feel mushy.

The temporary cure to get the brakes to not feel mushy is to turn the engine off and back on until the abs light goes out.

Please help in diagnosing this problem....also where can I get the cheapest or used Rear O2 sensor?
