Default D16z6 cat options for emissions - which one?

I am buying a car with no cat and need one to pass Jersey emissions.

The options I've considered are as follows...
1. EX/Si oem replacement (will buy used)
2. Carsound hi-flow
3. Other high-flow (ie. Catco?)

I'm trying compare costs/benefits of going with a high-flow but the necessity is I need to pass emissions. Any thoughts? Other non-OEM cats that will help me do this? Although there are hundreds of cat topics, I couldn't find anything comparing OEM to high-flow for emissions purposes, my main concern.

I'd get a high flow one....since they are OBD1 legal.

If it was an OBD2 car, then I would say the best choice is a factory one.

Is there a definitive brand anyone would recommend... I read old posts which look like Carsound, Catco, and RandomTech converters all are at about a 50% approval rating.

Is it safe to assume all aftermarket cats will have the honeycomb and/or heatshield begin to breakdown relatively quick.
