Car surges at WOT with rpm meter flickering after 3k =*(
Car runs fine while driving it regularly, but when i punch it.. the needle goes stupid after 3k. ex. 3..4..7..8.9k
The motor is like " surging " with the rpm flickering at WOT.
When I rev up to 8k while idling, it goes up and down normally.
car - 97' gsr with skunk2 manifold, kenji obd1 with harness and i/h/e.
approx. 75k miles.
This happen like just a month ago.

could it be a slipping clutch? had that happen with my 1993 accord. once I put in a new PP and disk no more surging and runs like a champ.
hmm whith my GSR, I only had that problem after I jumped the car... did you jump the car then drive it when this was happening?
Check MAP sensor. Same thing happened with my '95 GSR...turned out to be a screwed up MAP plug. Although the tweaked out RPM's doesnt sound familiar. Check the main engine ground and tranny ground too.

does the motor rev surge to a higher rpm as if it is in neutral? if so, i believe you have a slippin' clutch.

My old civic did exactly the same thing when I did the b16 swap. It was the distributor wires. When I would punch it the tach would jump wildly thorugh the rpm range. It turned out to be a loose connection. You might want to check all of the wires around the distributor.
I think this is what you are describing, if it was you clutch you would smell tons of burning and see smoke if it was that bad. plus the car wouldn't go anywhere

that is 100% WRONG. if you were to see smoke comming out because of a slipping clutch then you have other serious problems!! you might smell something but still highly unlikely. again as i said it could be your clutch slipping as I had the same symptoms with my 93 accord....OR it could also be what niterida said about the distributor. you could have some loose wires...this is well documented for the second generation integras and could possibly be what you have.
