Default Need help with code 45 (running rich/lean).....How should I fix this??

I have a 99 Gsr engine with a ITR Head, ITR cams, ITR intake manifold, Toda cam gears, Jdm ITR Pistons (std), Mugen Head Gasket, and 98 ITR ecu. Car was running fine until after the ITR Head swap. Now I get a code 45....I am assuming my car is running lean...Has anyone else had this problem? What should I do? Should I just buy a fuel pressure regulator for a quick fix?

thanks.
