Need help w/HKS EVC 4 boost controller, car won't boost past 7PSI.

Need help w/HKS EVC 4 boost controller, car won't boost past 7PSI.
Background: 1999 Honda Civic w/B20Z2, Greddy TD05-18G turbo kit (internal wastegate), HKS EVC 4 dual stage electronic boost controller.
Problem:
My car is at a shop getting tuned, but it will not boost past 7 PSI for some reason. I'm thinking it's either the boost controller or a faulty wastegate. I was just wondering if anyone here has experienced this, or knows what might be wrong? I bought the turbo kit used, and the guy before me pushed 11psi on his integra. Any help is appreciated..thanks in advance!

Go over the EBC installation AGAIN and check over everything (specifically your vacuum lines and internal wastegate settings on the EBC) AGAIN.

well we've tried double checking everything, closing off the wastegate and not using the boost controller and it's still only pushing like .48 bar or ~7psi. Could it be a bad turbo?
