why is a 90-91 b18a 130hp and a 92-93 b18a 140hp

i'm trying to settle a debate between me and a friend on why these same to motors are rated at different hp levels he seems to think its just the cams are different. and i dont think thats just it i think it has something to do with the different ecus, injectors, and maybe head and port design. please give your opinions and theories

The 90-91 longblock is just as good as the 92-93 though w/ a cam swap
