Are they just too tight and you can't get any leverage on the rachet or are they starting to strip? If it's just too tight and you haven't tried it already get a bar that you can slip over the rachet's handle and use as a breaker bar (if you also have the room). If they're starting to strip then what I normally do is try to pound on a socket with a hammer (in your case use a 13mm or 1/2 inch). That will probably be really hard since you've got to work upsidedown with an exhaust that can move when you hit it. If you can get the socket on a lot of time you can break those bolts loose but if that doesn't work then Scott and I hormally just weld a bar onto the bolt head (this will break them loose most of the time but sometimes you also just shear the head off). I'd also recommend putting the other header to cat bolt that you've already taken out back in until you get the other side loose.
I guess your last option if you really want it off is to cut it off!!!! Got a plasma cutter handy?
Good Luck
