Default how to tighten sohc timing belt

i cant get my timing belt to tighten, i put pressure on the cam gear going clockwise to put tension on the frontside and tighten the tensioner and it doesnt do much.

its loose to the point where the belt will spin without the crank while its on the cam.

any ideas? i need to get it home from work, it slipped while i was pulling in the parking lot.
