mabey a little plug to reduce the oil flow to the turbo or a smaller oil filter. but best thing for you to do is to just check the oil preshure at the vtec solinoid and see if it up to par.

where are you running the line from? the stock oil press. sensor?
If so, run a bigger line from the oil press. sensor to an oil distribution block and go from there

there is none, you have to put one in.
something like this:

but you can get a thicker feed line and nicer distribution block from here:

get a RSX filter it is smaller and fits fine also the way you have it set up sounds like it could be a problem.

you can get everything you need from the website above.
1/8 bspt to npt adapter. part# 4092K11 (thats stainless, but you can get brass)
braided hose (page 205)
distribution block (page 162-163)

This statement is misleading. The RSX uses the same filter as most of the other hondas, there's nothing special about it. It's smaller than the old style, and the legend and nsx filters, but it's the standard size of the current filters honda sells.

rsx oil filter is smaller in diameter....b-series filter is a 2808 champ # and sx and k-series is 2867....the filter is smaller in diameter, but the gasket is in the same location....i guess we will be trying this tonight.

where is vtec currently set to engage at? if you bump it up a few hunderd rpms then maybe you will have the necessary oil pressure for the solinoid to activate?
