Default radiator fan

I was wondering if anybody knows if it is better to have the radiator fan blowing the air on to the radiator or sucking back the air from the radiator.
I had a overheating problem and figured out, the new thermo switch I put in wasn't working right. So I wired the fan up to a switch, so I could turn it on when ever I wanted to.

Pulling is about 20% more efficient than pushing.
