I had the same problem. When my vtec kicked in it didn't go anywhere, it would actually slow down. Turned out the cat was clogged, might want to check that.

Are you sure it is engaging?

swap the distributer with a known good one. easy way to test a whole bunch of stuff at the same time.

THEN get uberdata and get things tuned.

You have all the mods that help get more air into the engine but nothing that injects more fuel to match. How about a good eprom tuning or AFPR?

Something is definately wrong if you are getting outran by sohc vtecs. My bro has a 93 HB si and I have a 91 CRX si with a b16 and I/H/E and I outrun him by like 5 caars by the end of 3rd. His car can outrun ex civics. I would try the ecu and getting the car tuned.

even thought the original poster has'nt responded to anything yet...but i'll go and ask more questions anyway.

tire/rim size will make a large difference. my b16a on my rex dropped .7 of the 1/4 with just a tire/rim change, i ran 16 flats all over, new tires/rims....instant 15.3's. yes it could be technical problem...but lets check over teh ovious stuff first :D

complete with 5 speed manual tranny......replacing the cat seems to be a good idea, my car is hella quiet for having no muffler so the cat replacment seems logical...i kno the vtec is kickin in cuz i can hear it change over and the car feels slower

My stock B16A works sohc vtecs so you have a problem.

Things to check: (some mentioned above)
Compression test.
LEAK DOWN (more accurate than compression test, allows you to locate leaks).
Possible Auto engine

Things to do:
Tune it up (plugs, valve adjustment, everything)
Replace cat with test pipe
Get it dynoed. Seriously. See where it's falling off.
Get tuning. I reccomend an OBD-I conversion with Uberdata.

Dude, get it tuned. Spend the money and get it tuned, then you should beat your friends. Theoritically.
